You want all legal citizens in jobs that don't include weekend work, and illegal immigrants working as nurses, doctors, wardsmen and women, emergency services workers, security guards, service station attendants, restaurant workers, pilots, flight attendants, air traffic controllers, electricity station workers etc.

When talking penalty rates people mostly forget to consider the known negative health and life impact of shift work.

Health impact - sickness - heart - sleep issues - etc.
Poor relationship outcomes.
Reduced promotion expectation.
Missing Family events.
Missing social events with friends
Sports inavailability.
Education improvement.
etc.
