The Maine governor said they would follow the letter of the law. If Trump makes it a federal law, so it shall be.
But he is not the god king, he still needs to follow due process and procedure. His whims are not to simply be obeyed. They are the United States, there is still a level of independence.
If Trump is too lazy to pass the law then that's on him.

More importantly, regarding due process - the inclusion of bepenised women in women sports was itself ...er... an executive order by Biden on his first day in office.
