They were charged with deprivation of liberty.

There should have been a procedure to follow -
using some common sense:

Lock the kids up in the watch house for their own safety - obtain a statement.
Go and visit the parents and obtain a statement.
Put the matter before a magistrate the next day and let him/her decide what to do.
